You will only be speed-limited during peak hours. Speed limits do not currently apply for users at other times.

While usage levels continue to be excessive you will remain speed-limited (and if this continues for a number of continuous months, you may risk your account, including email address, being terminated). If your usage has dropped in line with the Fair Usage Policy, then speed-limiting restrictions will be lifted.
